CSV/TSV to SGA Development Matrix Tool (Data-Only Rows)

The tool now supports **Comma-Separated (CSV)** and **Tab-Separated (TSV)** data. The delimiter is automatically detected based on the first line of input. The matrix only displays rows where a Sub Attribute has associated comments, and merging (rowspan) is dynamically calculated.
